FINANCIAL CONDITIONING OF THE DEVELOPMENT OF THE REGIONS BASED ON THE COMMUNES OF THE OSTROWIECKI COUNTY (SELECTED ISSUES)

The municipality has become an important subject of local economy management, obviously in the borders specified by the system regulations. Own revenues of the municipalities, which are an indicator of the economic activity of the residents and their ownership conditions, and the capital expenditure, which indicate the tendency of the municipalities to expand their ownership conditions, are the two major factors of the financial management which have influence on the development possibilities of the region. The aim of this study is to indicate the size of the budget income (including own revenues) and the expenditure (both current and capital) as one of the key agents in the process of the development of the region. The development is a process of structural, qualitative and quantitative transformations in a given society. It takes place at economic, social, cultural and environmental level. The financial situation refers to the financial state in a defined time frame, and it is indicated by, among other things, the ability to perform a task and to increase assets. In the studied years 2003-2013 one can observe both positive relations year on years, and negative relations in the aspect of synthetic index of the financial situation.
